Abstract

Introduction: Unicamp's General Directorate of Administration (DGA) is facing new challenges with the implementation of Law 14.133/2021, which establishes significant changes in public bidding and contracting processes, mandatory from 2024. This law aims to promote efficiency, effectiveness and the alignment of contracts with the public administration's strategic planning. Objective: The aim of this paper is to share the experiences gained during the International Mobility Programme at Maastricht University, in the Netherlands, promoted by Unicamp's Executive Directorate for International Relations (DERI). The study seeks to analyse the university's procurement and contract management practices, identifying possible adaptations to the DGA's reality, with a view to developing skills and sharing best practices. Methodology: The study was carried out by visiting and interviewing employees at Maastricht University between 3 and 14 June 2024. The activities of the Purchasing, Contract Administration and Finance areas were observed, with an emphasis on understanding the processes and tools used. Results: The visit made it possible to identify good public procurement practices, including the use of annual contract planning, the management of tenders by cross-functional teams, selection criteria based on quality and price, with potential for application at Unicamp's DGA. Conclusion: The study concludes that Maastricht University's practices can make a significant contribution to optimising the DGA's processes, especially in terms of obtaining advantageous results and compliance with the new legislation.
