Abstract

In 1919, on the occasion of its drafting of the fundamental principles of criminal law, the College of the People's Commissariat for Justice of the New Russian Soviet Republic stated that the "proletariat, having gained power in the October Revolution, overthrew the bourgeois apparatus, which served to oppress the working mass with all its instruments - the army, the police, the courts and the Church."
