Resumo
O artigo avalia a mudança na situação dos sindicatos na União Europeia (UE) entre 2000 e 2020, dando continuidade a uma publicação anterior do Instituto Sindical Europeu (ETUI) sobre o sindicalismo europeu (Waddington & Hoffmann, 2000) e incorporando a análise do impacto da adoção do Euro e dos sucessivos alargamentos da UE. A análise argumenta que a viabilidade do sindicalismo em algumas variantes nacionais do modelo social europeu está ameaçada. O texto é composto por cinco seções, além da introdução e das considerações finais. A seção 1 oferece uma perspectiva histórica: revisita o sindicalismo da “era dourada” e descreve o desafio colocado pela agenda neoliberal no último quarto do século XX. As seções subsequentes traçam as mudanças ocorridas desde o ano 2000 em consonância com o projeto neoliberal: no mercado de trabalho (seção 2); nos resultados econômicos (seção 3); na negociação coletiva (seção 4); e na sindicalização e mobilização (seção 5). Ao final, são frisadas as características que diferenciam as trajetórias recentes do sindicalismo nos estados-membros da UE.
