Abstract
The main objective of this study is to estimate the share of exclusion errors in the Bolsa Família Program, using data from the 2025 national household survey (PNAD Contínua), and to analyze the socioeconomic profile of households classified as being in this situation. On the one hand, the results
reaffirm that the program is relatively well targeted, with the poorest 40% of households concentrating more than 90% of program resources. On the other hand, they show that, according to the program’s eligibility criterion, exclusion errors are on the order of 30%. When an exclusion error affects a particularly vulnerable household, it constitutes a situation of serious injustice that must, obviously, be addressed. However, this study makes clear that it is mistaken to assume that households classified as exclusion errors in PNAD Contínua are, in general, of this type and, therefore, that estimates based on this survey overstate, stricto sensu, the exclusion errors in the Bolsa Família Program.
