Resumen
Los conductores y operadores de “jeepneys”, que son trabajadores informales del sector del transporte de pasajeros, suelen interpretar el Programa de Modernización de Vehículos de Transporte Público (PUVMP) como una amenaza para su medio de vida. El PUVMP promete un compromiso con la “transición justa”, cuyo enfoque postula que, mediante el diálogo social y el trabajo decente, los trabajadores no se quedarán atrás en la necesaria lucha contra el cambio climático y la congestión del tráfico, ni ante la exigencia de formalización del sector. Sin embargo, el diseño y la implementación de este programa, a menudo impuesto de manera autoritaria, han resultado ser discriminatorios. Basándose en el análisis documental, entrevistas con dirigentes sindicales y la observación participante realizada durante la pandemia, el artículo cuestiona la experiencia de los grupos que adoptaron la estrategia del “compromiso crítico” con el Gobierno, con el fin de revelar la necesidad y los límites de la lucha por una transición justa en el contexto de una modernización discriminatoria.
