Résumé
Les chauffeurs et exploitants de “jeepneys”, qui sont des travailleurs informels du secteur du transport de passagers, ont généralement interprété le Programme de modernisation des véhicules de transport public (PUVMP) comme une menace pour leur moyen de subsistance. Le PUVMP promet un engagement en faveur d'une “transition juste”, dont l'approche postule que, grâce au dialogue social et au travail décent, les travailleurs ne seront pas laissés pour compte dans la lutte nécessaire contre le changement climatique et les embouteillages, et face à l'exigence de formalisation du secteur. Cependant, la conception et la mise en œuvre de ce programme – souvent imposé de manière autoritaire – se sont révélées discriminatoires. Sur la base d'une analyse documentaire, d'entretiens avec des dirigeants syndicaux et d'une observation participante réalisée pendant la pandémie, l'article remet en question l'expérience des groupes qui ont adopté la stratégie de “l'engagement critique” avec le gouvernement, afin de révéler la nécessité et les limites de la lutte pour une transition juste dans le cadre d'une modernisation discriminatoire.
